Does passing the total fluorine screening mean compliance

Misconceptions are widespread in the textile supply chain, where many believe that passing total fluorine screening alone is sufficient for customs clearance and product listing. This has led to numerous cases of PFAS compliance failures after products have already been shipped. According to official French guidance and EU REACH regulations, total fluorine screening serves only as a preliminary risk control measure and does not constitute valid compliance evidence.

1. Differences in Regulatory Status Between Two Testing Methods

  • Total Fluorine Screening: Measures only the total fluorine content in fabrics, unable to distinguish between harmless fluorine compounds and restricted PFAS. Suitable solely for initial raw material screening and batch-level risk management, but cannot serve as proof of compliance for customs clearance.

  • Targeted PFAS Testing: Precisely quantifies regulated individual PFAS substances such as PFHxA and long-chain PFAS. This method is officially recognized by France and the EU as the basis for compliance assessment.

2. Mandatory Testing Requirements Across Markets

  • French Market: Requires both total fluorine data and multi-component targeted PFAS data; all three limit values must be verified simultaneously—none can be omitted.

  • EU PFHxA Market: Only accepts targeted single-compound testing reports; standalone total fluorine reports are not accepted by platforms or customs authorities.

3. Standardized Quality Control Process for Factories

  • Incoming Materials Stage: Conduct rapid total fluorine screening to filter out high-risk fabrics in bulk, helping control production costs.

  • Shipment Stage: Perform targeted, precise testing according to the destination market requirements and issue compliant English-language test reports.

  • Change Management: Whenever materials, auxiliaries, or suppliers are changed, retesting is mandatory—previous test reports cannot be reused.

The application scenarios for total fluoride screening and targeted testing are easily confused, and incorrect quality control methods can increase compliance costs and shipping risks for companies.
